The European Investment Bank’s (EIB) refusal to grant public access to a report and administrative recommendation of the European Anti-Fraud Office (OLAF) which was sent to the EIB on a loan provided to Volkswagen Group, as well as the EIB’s internal documents concerning the report and recommendation.
