In diesem Bereich werden Themenpapiere veröffentlicht, in denen Überlegungen und Standpunkte der Bürgerbeauftragten zu bestimmten, strategisch wichtigen Aspekten ihrer Tätigkeit sowie zu allgemeineren Fragen zur Verfahrensweise vorgestellt werden.

Im Mittelpunkt der Themenpapiere stehen in der Regel Themen, bei denen die Bürgerbeauftragte einen besonders wertvollen Beitrag zur Unterstützung von Beschwerdeführern oder zur Einhaltung hoher Standards guter Verwaltungspraxis leisten konnte.
