The complaint concerns how the European Commission monitors and ensures respect for fundamental rights by the Croatian authorities in the context of border management operations. In particular, the complainant is concerned that the Commission has failed to ensure that a mechanism has been established to monitor fundamental rights, despite commitments to this end in the context of EU funding allocated to Croatia for migration and border management. 

The Ombudsman opened an inquiry and asked the Commission to reply to certain questions.
