Decision in case 1654/2018/MH on the European Commission’s failure to reply to correspondence about technology dedicated to the enhancement of clean energy production and hydroelectric power generation

1. On 4 and 14 September 2018, the complainant wrote to the European Commission proposing new technologies to enhance clean energy production and hydroelectric power generation. He considered that there was an obligation on the Commission to “impose” new technologies that were more advantageous for citizens and the environment. He asked the Commission to provide its scientific comments on his proposals and also noted that for one of the models discussed, he would require a “small amount of money”. As the complainant did not receive a reply, he complained to the European Ombudsman on 23 September 2018.

2. The Ombudsman’s inquiry team contacted the Commission. On 28 September and 26 October 2018, the Commission replied to the complainant. It took note of the technologies proposed. It informed the complainant that it does not directly cooperate with individuals and companies, nor does it generally provide scientific comments on technology concepts submitted by developers. It nonetheless provided the complainant with information about funding opportunities under the EU’s Horizon 2020 framework for innovative companies.

3. As a reply has now been sent, this complaint is resolved[1] and I have therefore decided to close the case[2].
