The complainants raised concerns about the role of European Border and Coast Guard Agency (Frontex) staff in the interviews of migrants ('debriefing interviews') in the context of joint operation Indalo in Spain. In particular, they raised concerns about how the fundamental rights of interviewees are upheld in these interviews.

The Ombudsman identified some issues with the format of and safeguards provided in the context of debriefing interviews, as well as the role of Frontex staff in guaranteeing compliance with fundamental rights. To address this she made a series of suggestions for improvement.
