1) The Commission's negative appraisal of the complainant’s work as a long term observer for an EU Election Observation Mission was not objective, impartial or consistent.

2) The Commission did not give the complainant the opportunity to present observations on the negative appraisal.

3) The Commission failed to reply in substance to the complainant’s appeal against the negative appraisal.

Claim(s)

1) The Commission should review its negative appraisal of the complainant’s work;

2) The Commission should not prevent the complainant from participating in future EU Election Observation Missions;

3) The Commission should apologise for its failure to reply in substance to the complainant’s appeal against the negative appraisal;

4) The Commission should provide clarifications and guidelines on the appeal procedures for observers who disagree with the appraisal of  their work.
