On 26 April 2012, you submitted a complaint to the European Ombudsman against the European Council, concerning its refusal to grant you access to the legal opinions regarding the role of the Court of Justice in the context of the Treaty on Stability, Coordination and Governance in the Economic and Monetary Union (hereinafter 'TSCG').

On 22 May 2012, I asked the European Council to submit an opinion on the following allegation and claim.

On 24 July 2012, the Council of the EU, acting on behalf of the European Council, submitted its opinion, which was forwarded to you for possible observations. You sent your observations on 4 October 2012.

On the basis of your observations, I understood that you wished to withdraw your initial allegation against the European Council concerning the delay in processing your request for access because in the meantime the Council replied to your confirmatory application.

In accordance with your wish, I therefore decided to close my inquiry into your complaint of 26 April 2012 (reference number 862/2012/RT).
