I write with regard to the above-mentioned complaint, which you submitted to my Office on 8 May 2007. The case was formally transferred to Mr Peter Bonnor on 6 October 2009.

I understand that, on 30 September 2009, Mr Bonnor informed you that, following a most regrettable case-handling error in January 2008, the case was overlooked until mid-September of this year. I sincerely apologise for this error.

I also understand, from Mr Bonnor's account of his conversation with you, that you do not wish to pursue the matter further. Consequently, I have decided to close the case, and will inform the European Commission accordingly. For your information, subsequent to the opening of my inquiry, the European Agency for Reconstruction, against which you made your complaint, was closed down. As a result, the Commission has taken over responsibility for the Agency's files relating to my inquiries.
