The European Parliament’s refusal to grant public access to the ‘data protection impact assessment’ related to an online campaign developed in the context of the 2019 European elections

The complainant requested that the European Parliament grant him access to an impact assessment of the data protection implications of technologies the Parliament used in the context of a campaign to promote the 2019 European elections ('This time I'm voting'). The Parliament refused access, making use of an exception under EU rules on public access to documents, arguing that disclosing the relevant documents would undermine the purpose of the impact assessment, namely to protect personal data.

In the context of the Ombudsman’s inquiry, it transpired that the reasons for which the Parliament withheld the documents no longer applied, so the complainant could make a new request for access. The Ombudsman therefore closed the inquiry, as no further inquiries were justified.
