Allegation(s)

The Commission failed to explain convincingly its view that (i) the public consultations carried out by the Polish authorities as regards Priority 3.1 of the Infrastructure and Environment Operational Programme for 2007-13 were  satisfactory, and (ii) relevant EU legislation was not infringed.

Claim(s)

The Commission should agree to pay ex gratia compensation to the complainant for the deficient handling of his infringement complaint.
