The Ombudsman considers that candidates should be able, on the basis of the information published in a notice of competition or a call for expression of interest, to decide whether it is in their interest to apply. In order to make this decision, the profile of the staff to be recruited should be identified and clearly defined before a recruitment procedure is started.
