The Ombudsman's inquiries in this context are limited to investigating whether the Commission, in its handling of the Article 226 complaint, has acted in accordance with the rules and principles binding upon it, within the limits of its legal authority and whether it provided the complainant with a reasonable reply to his complaint and with the reasoning for its decision.
