Complainants have the right to be informed of the reasons that led the Commission to close an infringement procedure. Those reasons must not only be correct, but they must also be clear and unequivocal. By providing an adequate explanation for its discretionary decisions, the Commission can improve relations with citizens, increase its legitimacy and strengthen its effectiveness as guardian of the Treaties.
