At the outset, the Ombudsman recalls that the Lisbon Treaty strengthens the right of citizens and associations to participate in the democratic life of the Union. It further requires that the Union institutions maintain an open, transparent, and regular dialogue with representative organisations and civil society. Holding a "regular dialogue" implies, in the Ombudsman's view, engaging in a genuine debate on policy with civil society. The first step to that end is to inform and consult the latter concerning potential initiatives. It is precisely at this stage that the Commission is called upon to play an essential role through its public consultations.
