We have received a query from the Office of the regional Ombudsman of the German Land Mecklenburg-Western Pomerania.

In essence, the query concerns Directive (EU) 2018/2002 of the European Parliament and of the Council of 11 December 2018 amending Directive 2012/27/EU on energy efficiency^[1] as transposed into German federal law. The German regional ombudsman has dealt with a complaint that the requirement in the directive to provide billing/heat cost allocator readings to final users at least monthly involves costs and is not practical.

To help the regional Ombudsman deal with the complaint, could the Commission please provide us with its interpretation of the Annex 7a.2 in conjunction with Article 11a. 1 and 2 of Directive 2018/2002?

We would appreciate it if the Commission could respond to this query by 30 October 2022, so that we can forward the information to the German regional Ombudsman.
