The complainant, a journalist, asked the European Commission to grant public access to documents from 2020 and 2021 concerning the evaluation the German plan under the Recovery and Resilience Facility (RRF). The Commission granted public access to parts of the documents it identified as falling within the scope of the request, however it redacted certain information, which it considered falls outside the scope of the request.

The Ombudsman opened an inquiry and sought to inspect the documents in question.
