The complainants took issue with the decision by the European Parliament to organise plenary sessions at its Brussels site only due to the COVID-19 situation. In their view, the Parliament should be fulfilling its obligation to organise its plenary sessions at its seat in Strasbourg.
The Ombudsman considered that the measures were taken in the context of the general public health restrictions during the COVID-19 pandemic, and that the Parliament did not overstep the discretion it has to decide on the appropriate measures to take against this background. As such, she found no grounds to open an inquiry, and closed the case.
