The complainant was concerned with how the energy consumption and CO2 emissions of the ceramic tile and flag sector was assessed in the context of the European Commission’s revision of the 'State Aid Guidelines' for the EU's Emissions Trading Scheme. The complainant was also unhappy that the Commission failed to disclose related documents for which it had made a request for public access.
