Se é cidadão de um Estado-Membro, ou reside num Estado-Membro da União, pode apresentar uma queixa ao Provedor de Justiça Europeu. As empresas, associações ou outros organismos que tenham sede estatutária na União podem igualmente apresentar queixas ao Provedor de Justiça.
