Own-initiative inquiry OI/1/2009/GG concerning the European Commission

Dear Mr President,

On 30 October 2009, the Commission replied to my request for further information of 24 June 2009.

On 12 January 2010, and as already outlined in my letter of 24 June 2009, I launched a public consultation concerning this case.

By the deadline foreseen for that purpose (31 March 2010), eight contributions had been submitted to me.

I enclose a note setting out the arguments put forward in these contributions.

In view of the Commission's letter of 30 October 2009 and the results of the public consultation that has been carried out, I have reached the conclusion that further information is needed in order to enable me to deal with this case.

I should therefore be grateful if the Commission could provide me with additional information as regards the following questions:

(1) Could the Commission please provide me with its views on the arguments put forward in the contributions that have been submitted to me in response to the public consultation?

(2) Could the Commission please provide statistical data on delays in payment for 2009, similar to the information it already provided for 2008?

(3) Could the Commission please provide information on the first assessment made by its Accounting Officer on the basis of payment delays observed during the last quarter of 2009, as foreseen in the Commission's Communication of 8 April 2009 entitled 'Streamlining financial rules and accelerating budget implementation to help economic recovery' (SEC(2009)477)?
