The Ombudsman considers that a distinction needs to be made between, on the one hand, the publication of the reserve list and, on the other hand, the provision to the complainant, who is a candidate whose name was placed on the reserve list but who was not eventually recruited, of information concerning the merit groups and names on the reserve list.
