The principle of equal treatment of tenderers is a general principal of Community law, and its respect has to be ensured by the Community institution or body concerned with regard to each stage of a tender procedure for the award of a contract financed by the Community budget. This duty is intertwined with the need to ensure that the tender procedure is carried out in an objective and impartial manner, free from, amongst others, any conflicts of interest.
