How the European Commission handled requests for public access to decisions it took on other public access requests

The complainant sought public access to final decisions by the European Commission on a series of access to document requests. The Commission granted access only to a limited amount of these so-called 'confirmatory decisions', which it adopts following requests for review of its initial decisions on public access. It argued that the request covered too many documents, which would be not be possible to assess in the applicable time limit and would involve a disproportionate use of resources.

In the course of the inquiry, the Commission provided the complainant with a representative sample of such decisions for 2019. The Ombudsman thus decided to close the case, since no further inquiries were justified.
