Private e-mail account used for apparently work related correspondence at the European Research Executive Agency - questions related to public access to the e-mails

The complainant makes two precise allegations which in the following are merely modified for editorial purposes:
- It was wrong of ERCEA not to request the disputed e-mails sent from the President's private e-mail account to members of the Scientific Council.
- It was wrong not to thereafter grant the complainant access to those e-mails.
- The ERCEA should request the disputed e-mails sent from the President's private e-mail account to members of the Scientific Council.
- The ERCEA should disclose those e-mails to the complainant.
The Ombudsman invites the ERCEA to submit an opinion by 30 April 2016.
