The billing policy applied by the CPE in Luxembourg is discriminatory and disregards parents' specific work arrangements (such as teleworking or flexi-time), as well as their personal situation (for instance, single parents). This breaches the CPE internal rules, that is, the "Rules on admission to and operation of the CPE establishments".
